The Role Responsibilities

The candidate will be taking one of the leading roles in the implementation of the Basel III reforms for Capital adequacy.

The main objectives of Basel III reforms are to reduce unwarranted variability in bank’s calculation of risk-weighted assets (RWA) and improve comparability of Capital Ratios. Covering :

  • Standardised approach for Credit Risk
  • Internal ratings-based approach for Credit Risk
  • Output floor
  • Leverage Ratio
  • Operational Risk Framework
  • The implementation project is run centrally, driving coordinated and standardised implementation across multiple jurisdictions simultaneously.

    The candidate will :

  • Work collaboratively across functions to ensure that the risk requirements required to satisfy the HK implementation of the Basel III Final Reform Package are properly captured and articulated within appropriate Business Requirements artefacts.
  • Actively engage with stakeholders (Risk, Finance, Treasury, CDO partners) to deliver appropriate solutions as per planned timelines.
  • Support large-scale system implementations including, requirements definition, testing, implementation, and training support as necessary.
  • Support the analysis, development, and detailed documentation of Target Operating Model implementation across the Risk functions.
  • Support the Head of Capital Treasury throughout the programme, providing regular updates for deliverables against the Programme plan and ensuring all necessary governance is carried out in accordance with ePMO guidelines.
  • Raise and escalate any identified risks, issues, dependencies, or actions that need to be tracked at a work stream and Programme

  • level to the Head of Risk Delivery.
  • Strategy

  • This role requires strong business analysis skills with direct and demonstrable experience of working in Risk or Finance function of a large Financial Institution.
  • Working knowledge of the end-to-end processes and functions supporting Capital and RWA reporting would be desirable.

    Business

  • Overall management of the Basel implementation project for HK Consolidation Group.
  • To be accountable for ensuring that detailed requirements are documented in BRDs and are duly socialised across relevant functions and signed off by stakeholders.
  • To ensure that the new solutions proposed align with internal processes as described by the Global Process Universe and meet the requirements defined by the external regulatory guidelines.
  • Solutions should be clear, concise, and properly understood by all impacted parties.

    Processes

  • Provide regulatory capital subject matter expertise in Basel III reforms.
  • Review and assist with creating functional specifications.
  • Support the development of testing packs with predefined results sets; review test cases ensuring completeness of UAT coverage, monitor any gaps / bugs identified and work with Technology counterparts to track progress and ensure resolution.
  • Support required Regulatory Parallel Run activities.
  • Work with business leads and technology on data sourcing and synchronise data requirements with member countries.
  • Coordinate between stakeholders from multiple countries and functions; Business, Finance, Risk and Technology.
  • Drive process improvements and concepts.
  • Support development of TOM documentation and support training of end users.
  • Implement the Bank’s control environment for the new reporting processes.
  • Update senior stakeholders on project progress, developments. Escalate issues and advise on solutions.
  • Risk Management

  • To drive prioritization taking into consideration business benefits, delivery timelines, system performance etc.
  • To centrally coordinate with other Programme work stream Business Analysts and ensure that Risk requirements and dependencies on or to other functions are properly understood and agreed including but not limited to system interfaces, data dependencies, coordination of change releases
  • Governance

  • To validate that the strategic system solutions are fit for purpose, compliant with the revised Banking Capital Rules and deliver to regulatory expectations.
  • To ensure that the end-to-end reporting flow is compliant with BCBS239 principles and the Bank’s internal Operational Risk Framework by applying the Bank’s relevant policies and standards.

  • Our Ideal Candidate

  • Applicants should possess strong analytical and management skills.
  • Knowledge in Banking (Capital) Rules, Banking (Disclosure) Rules and relevant Basel requirements.
  • Prior project experiences in regulatory reporting implementations, or in regulatory capital reporting.
  • Adept at handling multiple tasks at once and within an extremely deadline-driven environment.
  • Strong communications and presentation skills, both oral and written.
  • Excellent stakeholders' management across all levels of the organisation
  • A self-starter, proactive working attitude and able to work under pressure.
