What this job involves :

The Technical Manager is providing a quality assurance of all FM hard-services delivered by the FM team. He / she is act as an operation engineer to supervisor a group of on-

site technician and handyman who become responsible for managing service and repairs in area of MEP (Mechanical, Electrical and Plumbing) servicing.

Except to manage a maintenance team, he / she also manage the performance of specialist MEP subcontractors with requires a level of technical know-

how in order to maximize performance, create standard operating procedures and deliver high service quality.

He / she will lead and drive the daily MEP Operations and Project Management. Including to set-up the planned preventative maintenance and life cycle planning.

Lead the project engineer to execute the project with time-limited goal.

To act as a Project Manager role on any A&A, Repair and Maintenance and Improvement project works within campus boundary.

  • using best practices to improve efficiency by reducing and / or minimizing operation costs;
  • planning for building improvement projects in line with strategic Campus development;
  • managing all improvement works required with minimum disruption to the Campus’s activities;
  • liaising with Government Authority as may be necessary for upkeep / internal or external changes / alterations to campus;
  • developing annual maintenance plan and preparing corresponding budget for repairing or replacement; and
  • supervise day-to-day repair and maintenance (R&M) work, electrical and mechanical (E&M) plant operations.

    Ideal Experience

  • Holder of recognized degree or above in Building Services / Mechanical / Electrical Engineering, Facilities Management or equivalent
  • At least 8 years of post-qualification working experience in Facility / Electrical & Mechanical Engineering / Project Management.
  • Candidates with Charter membership of a Professional Institution will be preferred
  • Registration of Electrical Worker (Grade B or above) is required
  • Oversee of building services upgrading and improvement works for enhancing the existing system performance, efficiency and sustainability.
  • Familiar with the statutory requirements and Code of Practice of Building Services systems and Addition & Alternation Works;
  • Experience in managing external consultants and liaison with government authorities;
  • Supervise preparation of tender document and manage selection and implementation of any project works;
  • Oversee campus safety and conduct risk assessment where necessary;
  • Strong interpersonal and communication skills, good problem solving and analytical skills
  • Knowledge of critical facilities and an understanding of basic technical aspects of property (Air-conditioning, Chiller system, Fire Protection system, Mechanical & Electrical system, BMS system, Laboratory etc.)
  • Budget management and financial analysis skills
  • Demonstrated experience with continuous improvement initiatives highly desirable
  • Strong knowledge of Occupational Safety requirements is a MUST
  • Knowledge of vendor management for specialized services and proven capacity to understand and interpret commercial contracts
  • Strong PC literacy and proven ability to manage facilities management technology
  • Excellent people skills and ability to interact with a wide range of client staff and demands
