What will you be doing?
Providing Delivery and Advisory support to the business in Hong Kong including :
Focus in forging regional and global relationships to plan and deliver the global / regional people strategy in the country across all 12 services lines, aligning country against global views.
Act as an enabler and trusted advisor across Hong Kong for all client groups using analytics and insight to deliver on the people strategy and enable a sustainable, high performance culture.
Drive consolidation of people strategy across different client groups to balance local, regional / entity and global priorities and develop a country approach to effectively operate in the local market;
Critically assess people related products and services both within the business and within the HR function to ensure that they are best in class;
Participate in country Forums and Committees, Business Areas and Risk & Control.
Work with the relevant product owner / HR Transaction Cycle to drive improvement and alignment with overall business and HR strategy;
Keeping up with local requirements and raising awareness about the country specific requirements;
Provide credible and relevant independent perspective on how the business is performing via a two-way dialogue that delivers check and challenge and joins up broader views and challenge across Barclays;
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
Provide country leadership in enhancing effectiveness of Hong Kong HR function including :
Influencing HR to ensure solutions are fit for purpose and are aligned to business and support functions requirements in the country;
Deliver a workforce strategy including organisational design in line with the defined people strategy;
Prepare succession plan and develop the team to support a more generalist approach executing and delivering on the key targets associated to local regulation and people strategy;
With HR being both a receiver and provider of services, the Hong Kong Head of HR has clear Service Management responsibilities that ensures oversight of both areas of service provision.
Increase Hong Kong awareness to international stakeholders;
Actively engage, review and build partnerships with Universities and Associations to drive Diversity and Citizenship agendas;
Support and enable sustainable culture change;
Take lead on performance development processes, such as, the annual pay round and promotion processes.
What we are looking for? Candidate with the following background would be ideal for the role :
Mature level of knowledge and experience in all aspects of HR including ER, Resourcing, Talent Management and Reward
Demonstrable business partnering experience and a proven track record of successfully influencing to achieve results
Proven ability to lead delivery of complex programmes of work, collaborating with multiple stakeholders across multiple programmes of work and re-prioritising as required amidst changing landscape
The ability to develop and manage effective relationships, contracting and consulting across multiple diverse stakeholders
Excellent interpersonal and communication skills both written and verbal
Experience working in a matrix organisational environment
Experience working with local employee bodies, unions and / or works council is nice to have
