    Position Purpose

    The OPC is a key component of the first line of defense as regards the management of operational risks and permanent controls.

    The OPC is dedicated to this mission and independent from the operational and business teams within his / her control perimeter.

    The OPC Manager works closely with the operating entities and collaborates effectively with other functions. He / she provides technical advice, expertise and support to contribute to the continuous improvement in governance, risk management and compliance of BP2S HK.

    Responsibilities

    Identification and assessment of risks and controls

  • Implement the Risk Control Self-Assessment (RCSA) framework in liaison with operational, business and functional stakeholders
  • Assist the operational & business teams in the risk identification and assessment (Risk Map) and ensure the validation by the relevant management level
  • Follow up on remediation plans
  • Procedure and organization

  • Monitor the review of the existing procedures as per the required frequency and assess its completion rate on a regular basis and chase the operational & business teams
  • Monitor the proper storage of the procedures
  • Control and action plans

  • Ensure the generic control plans (GCPs) are deployed at local level consistently with the local risk assessment, when applicable and performed by the adequate teams
  • Perform controls according to action plan or specific mandate or for transversal risks
  • Ensure that controls results are reviewed and analyzed by operational & business teams and that remediation action plan are defined if and when needed
  • Challenge completeness and relevance of the controls performed by the operational & business teams and supervise their effectiveness and quality (KRI / KPI)
  • Provide feedback to the Management on the action plans defined by the operational teams for all the unsatisfactory or marginally satisfactory control results or risk indicators
  • Identify missing controls or controls to be updated for the operational & business teams
  • Recommendation (internal and external including client audit recommendation)

  • Provide regular feedback to the Management and the global OPC on the implementation of recommendations; ensure action plan is defined if the recommendation will be not closed on time and a new target date is defined
  • Assist auditees throughout the assignment phase by challenging the main features of the recommendations (e.g. closure date, key points of closure, scope or wording)
  • Ensure closure request are well documented by monitoring and challenging the completeness and relevance of the responses provided by the auditees / implementation managers
  • Escalate to the Management any potential issues for timely closure of a recommendation
  • Ensure the auditees / implementation managers’ report on a regular basis their achievements and updates in Aurora to monitor the progress and identify issues to close the recommendation on time
  • Incidents

  • Ensure that incidents are properly reported (clarity and completeness) and updated in 360HI and / or Birdies
  • Quality check : Ensure that incidents are analyzed by the operational & business teams in a timely manner and ensure the implementation, as well as the follow up, of remediation actions or preventives measures
  • Alert the Management and RORM team on key incidents as defined in the BP2S incident management procedure
  • Perform regular reconciliation between Birdie and 360HI
  • Ensure the incidents are closed in Birdie and 360HI by chasing the operational & business teams
  • Provide to the Management regular feedback regarding lookback analysis of significant incidents
  • Ensure effective implementation of actions plans when other locations impacts HK
  • RFP & Client audits

  • Provides feedback to the client lines / functions global OPC regarding the presentation for client’s audit covering several locations (global level).
  • Contributes in the client's audit performed in a location by presenting the 1st LoD local framework and by managing any requests from client's auditors on the controls in place locally.
  • Ensure a regular follow-up of the timely implementation of action plans at local level.
  • Anti-Fraud

  • Ensure implementation of the Fraud risk control framework & the Generic Control Plan consistently with the risk assessment.
  • Ensure a follow up of action plan defined in response to Unsatisfactory & Marginally Satisfactory results.
  • Dashboard and Reporting

  • Review with the operational & business teams their monthly KPI dashboard : risks, incidents, recommendations, PCAs, GCP Control results, action plans, SLA and procedures.
  • Provide a consolidated view of the dashboards to the Management and escalate any operational risk incident and / or recurring weaknesses.
  • Provide feedback on operational risks and controls to local Risk Committees (PCC, ICCs etc).
  • Business Continuity Management (BCM)

  • Acting as Local BCP Correspondent for BP2S HK.
  • Responsible for annual review and completion of department Business Impact Assessments (BIAs), Business Continuity pan and GCP.
  • Coordinate local BCM, maintaining the BC Plan ensuring it is kept up to date and can be executed anytime as and when required.
  • Enhance Business Continuity resilience.
  • Awareness and training

  • Ensure an appropriate training on operational risks and permanent control framework is provided to employees notably new comers.
  • Contribution

  • Contribute to the PCC managed by OPC.
  • Contribute to the ICC managed by RISK ORM.
  • Contribute to any 1LOD / OPC projects or initiatives.
  • Contribute to ISAE3402 audit.
  • Competencies (Technical / Behavioral)

    Technical competencies :

  • Knowledge of risk management basics
  • Analytical skills : ability to collect and handle a significant volume of information, then to interpret them with professional skepticism
  • Written communication : ability to write reports, presenting findings and recommendations, being concise and clear
  • Ideally previous experiences in Operational Risk, Outsourcing, permanent control related topics
  • Good practical knowledge of MS Office software, preferably including use of macros to analyze data.

  • Specific Qualifications Required

  • University graduate with at least 5 years in regulatory, compliance / audit and control
  • Practical understanding of Operations in Securities Services industry
  • Operational Risk background
  • Familiar with relevant guidelines, rules, regulations of the HKMA and SFC
