Context Analysis Researcher with Pact Tanzania

To support context analysis for the Data-Driven Advocacy activity project

Location : Dar es Salaam, possible field travel

Period : November December 2017 (approximately 20 days)

Background :

Pact is implementing the Data Driven Advocacy (DDA) project, funded by USAID under the Protecting Global Rights through Sustainable Solutions (PROGRESS) consortium led by Freedom House.

The purpose of the project is to improve and sustain civil society's ability to advocate for and influence policy on key national-level issues.

To build an effective civil society and ensure that citizen's views are represented, the Data Driven Advocacy Project will support local leadership and ownership by civil society organizations (CSOs), rights defenders, and coalitions by investing in their institutional and networking capacities for those partners leading national reforms and advocacy efforts in Tanzania.

Reporting to the Pact governance lead and working in close collaboration with the research team, the Context Analysis Researcher is responsible for working with the Pact team and other consultants on the context analysis for the DDA activity.

Consultancy Objective

The Context Analysis Researcher will work with the Pact team to design and execute a qualitative context analysis study to inform the project’s rights focus areas.

The context analysis will influence the program’s capacity building and coalition strengthening efforts as well as programming and advocacy strategies.

It will also make recommendations to ensure gender equality considerations are addressed in the project and facilitate youth inclusion in policy processes and advocacy activities.

Scope of Work

The Context Analysis Researcher’s primary responsibilities include :

  • Collaborate with Pact’s governance team, DDA project staff, and other consultants to finalize the design of the analysis, establish a research plan (including primary and secondary research), identify stakeholders to serve as key informants, and begin research activities
  • Develop a literature review of secondary sources, including reviews of relevant legal documents
  • In collaboration with other researchers, conduct the primary research interviews and / or focus groups with a range of key stakeholders related to the civil society and rights sector, including CSOs, government, and others
  • Report on the key findings, results of the interviews and / or focus groups, and recommendations in a final report to Pact
  • Share the preliminary findings with Pact project staff members and other partners
  • Debrief Pact project staff and, as requested, participate in dissemination events with other stakeholders
  • Consultancy Deliverables :

    Deliverables will be confirmed upon selection of the researcher but tentatively include lists of stakeholders consulted, summaries of key informant interviews, draft sections of the context analysis report, and recommendations for the DDA project.

    Qualifications, experience and skills

  • Bachelor’s Degree in International Development, Political Science or a relevant field
  • Strong social science research skills (demonstrated experience conducting qualitative research strongly preferred)
  • Strong understanding of the Tanzanian governance and rights context
  • Knowledge of civil society / NGO sector
  • Five years of experience carrying out similar assignments in this sector
  • Exceptional diplomacy skills
  • Excellent written and oral communication and relationship management skills.
  • Oral and written fluency in English.

    Preferred Qualifications

  • Master’s Degree or higher.
  • Motivated, self-starter with experience working independently.
  • Consultancy terms :

  • The applicant must reside in Tanzania for the duration of the assignment. Daily work hours are flexible and can be negotiated between Pact and successful applicants.
  • The consultancy is expected to run from approximately November - December 2017. A deliverables schedule (timeline) will be developed between Pact and successful applicants.
  • Pact will provide a work space, internet and related office facilities in the Dar es Salaam office for the consultant.
  • When the consultant travels within Tanzania for consultancy-related activities, Pact will provide transport and per diem according to the organization’s internal policies.
  • Pact will not support international travel for this position.

  • Pact will support logistics, printing of materials, and other related costs for any staff or partner-related trainings or workshops that are facilitated by the consultant.
