As the Senior Compliance Manager you will formulate and complete the annual monitoring plan, including the design, testing and review of the programme to assess whether business is effectively implementing proper controls to adhere to all applicable regulatory requirements, as well as relevant Deutsche Bank Group internal policies and procedures.
Key responsibilities :
Monitor regulatory developments applicable to the business and working with relevant departments to ensure that an appropriate impact assessment, gap analysis and implementation steps are carried out in a timely manner
Enhance and provide face to face compliance training for relevant staff so that appropriate compliance knowledge and awareness can be maintained
Participate in new products / business discussions; providing support for the partnership with Anti-Financial Crime (Anti-
Money Laundering, Anti-Financial Fraud and Anti-Bribery & Corruption)
Design and implement L2 controls and surveillance in relation to DWS Hong Kong’s investment activities with a specific focus on Alternatives investments (specifically Private Equity-
PE ) managed out in Hong Kong
Establish robust procedures for reviewing due diligence processes relating to sourcing, acquisition and sale of PE investments
Oversee the monitoring activities of all AML / KYC pre-screening and ongoing reviews performed on PE counterparties and projects to ensure compliance with both regulatory and DB AML standards;
Work in close coordination with the Anti-Financial Crime teams globally to ensure business practices specific to the PE business (consultancy and introducer arrangements) are in line with DB standards
Facilitate in the review of contractual agreements from a compliance perspective; especially as it related to contract development / management efforts with developers of PE assets
Collaborate with relevant Finance and Operations functions to administer controls that ensure compliance with various regulatory financial standards applicable to PE investments, for example Liquidity rules, Asset Valuation requirements
Lead compliance efforts and representation in various PE risk assessment, performance and asset valuation forums / committees
Coordinate all US regulatory filings applicable to the DWS Alternatives business in Hong Kong (CFTC filings, ADV disclosures)
Lead compliance efforts and represent APAC in the Global Control and Monitoring practice group, including developing a book of work, harmonizing controls (where applicable), perform gap analysis and facilitate training employees and contribute towards the development of the Global Key Operating Procedures (KOP)
Key skills & qualifications :
Finance / Business Degree; desirable to have legal training / experience in reviewing legal documents
Minimum 4 years relevant experience ; preference will be given to candidates with hands on experience in administering operational controls / managing compliance programs for private equity businesses
Strong knowledge of Securities and Futures Commission (SFC) regulations as applicable to an Investment Management business servicing both institutional and retail clients, with exposure and familiarity in managing retail product compliance issues.
Experience in administering a compliance program for a Securities and Exchange Commission (SEC) Registered Investment Adviser is a plus
Working knowledge of illiquid investments from a controls, surveillance and compliance perspective; in depth understanding of private equity as an asset class
Experience in driving private equity compliance efforts on a cross border basis is preferred
Experience in US extraterritorial regulations applicable to private fund investments
Excellent proficiency in written and verbal English is required; general proficiency in Cantonese and Mandarin is also preferred
