  • We are seeking for a stand-out leadership candidate based in Hong Kong to lead the growth and transformation journey of Financial Market Operations which comprise of the Securities Service Operations as Head of Hong Kong Financial Market Operations Governance.
  • The individual will report to the Hong Kong head of financial market operations, the role is multifaceted and dynamic with primary responsibilities to drive implementations of the operating model across the business and operations, requiring ongoing partnership with multiple parties across the organization, internal & external clients and the wider industry such as Hong Kong Exchange.
  • Business

  • Engage in launching and implementing new Financial Market and Financing and Securities Services (FSS) products initiatives impacting Hong Kong such as Third-Party Clearing, HKEx Synapse and various China Connects Developments
  • Support the business development in participating to client meeting, due diligence, or operating model discussions
  • Partner with stakeholders to establish a service standard for client service in response to client’s enquiries and complaints.
  • Oversees client satisfaction with service arrangement and delivery

    Processes

  • Take a leadership role on Change. Create an approach for identifying & prioritizing the key challenges affecting operation efficiencies, and ensuring that effective programs of work are in place to resolve challenges, increase scalability, reduce bespoke arrangements with emerging operational risk
  • Drive the continuous improvement activities by means of root cause analysis and pattern analysis of key vendor issues;
  • collaboration with cross-functional internal and external functions to aid the design and implementation of process enhancements over time

    People and Talent

  • Build a transparent and collaborative culture with stakeholders on support of end to end operational support on the Bank's values.
  • A willingness to coach others, and to be coached and to constructively challenge the status quo
  • Risk Management

  • Ensure appropriate internal controls and procedures are in place and clearly documented. Monitor and regularly review the procedures and controls to ensure they reflect changes in process, products and policies, and in compliance with local / FSA regulations.
  • Ensure all risk or control gap identification are addressed within an appropriate timeframe and escalated timely
  • Monitor and drive down all key operational risk indicators including Nostro, Sundry, Suspense reconciliation breaks, outstanding confirmations, and failed settlements
  • Governance

  • Monitor productivity and quality performance of outsourced processes against contractual obligations to ensure overall effectiveness of vendor provided services.
  • Ensure hubs performance issues and disputes are tracked, managed, and resolved by means of a standardized process

  • Full compliance with applicable local laws and regulations, Country anti money laundering policy, the bank’s Code of Conduct and other internal guidelines and policies
  • Manage process performance in line with agreed service levels and targets.
  • Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.
  • This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

  • Lead the Hong Kong Financial Market Operation Governance team to achieve the outcomes set out in the Bank’s Conduct Principles : Fair Outcomes for Clients;
  • Effective Financial Markets; Financial Crime Compliance; The Right Environment.

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Key Stakeholders

  • Front Office (Relationship Managers, Sales, Trading, Products)
  • COOs and Operations Risk team
  • Global Operations. Technology, Audit, Legal and Compliance.
  • Our Ideal Candidate

  • 10+ years of relevant industry experience, ideally with a range of core operation processing expertise in Securities Products, such as Third Party Clearing, and China Connects custodian service.
  • Proven organization leadership capabilities with a strong emphasis on engagement, client satisfaction, culture, risk, control, and governance.
  • Ability to liaise effectively with internal and external clients and stakeholders.

  • Excellent project management skills and a proven track record of implementing change
  • Strong understanding of relevant and up to date technical knowledge, applications, techniques and changing regulatory environment and its impacts on operations in the Hong Kong markets
  • Experience of digital tools and data management
  • Mandarin and Cantonese language ability beneficial
