Senior Quantity Surveyor / Cost Manager

What this role involves :

  • Provide general advice on construction cost issues, procurement procedures, types and forms of contracts generally, alternative bid systems and the like when so requested.
  • Generally assist with financial, contractual and procurement issues, and assist with preparation of correspondence, when requested, on such issues
  • Provide advice on Procurement and Contract Strategy
  • Prepare various Quantity Surveying documents including, but not exclusively,

  • Budgetary estimates from sketch drawings
  • Elemental estimates from schematic design
  • Bill of Quantities for all disciplines
  • Prepare Pre Tender estimates.
  • Support value engineering processes
  • Lead the tender process including :

  • Undertaking prequalification of consultants / contractors, developing questionnaires and providing reports
  • Manage tender document issue, query process, receive tenders and conduct tender opening in accordance with best practice
  • Examine tenders, analyse and report against budget, lead value engineering processes and post tender negotiation
  • Assist in defining specific conditions for incorporation into contracts, prepare contracts for execution
  • Receive, deal with and reply to financial correspondence from Contractor.
  • Evaluate variations and handle contractual correspondence.
  • Attend progress meetings and provide updates to Client through routine ( rolling final account’)
  • Lead post contract change management, prepare early forecasts and agree change order value with Contractor(s)
  • Receive, check, adjust as necessary and approve stage and / or progress payments to Contractor
  • Assist the Project Manager in project close with negotiation and approval of contractor’s final accounts.
  • Assist in any contracts administration duties related to role.

    Solid industry background

    This position calls for a seasoned expert with a degree in architectural, civil engineering, quantity surveying or project management, with at least 10 years of experience in the field, and more than 3 years as a cost / contract manager.

    The ideal candidate must be familiar with the local construction market, regulations and general practices as well as contract laws and tender process.

    A working knowledge in handling international contracts, and a strong grasp of the legal environment of each contract, may also land you the job.

    Flawless communication and negotiation skills

    Are you an expert in business negotiations? If so, this is the best time to highlight your skills. As the person in charge, you’ll handle commercial negotiations with client, contractors, consultants and authorities.

    Likewise, you’ll carry out market analysis in order to identify right opportunities. Aside from negotiating with partners, you’ll also lead the team to success through clear and open communication.

    You’ll also see to it that the team’s workload is properly delegated, and that the team’s overall atmosphere encourages each member to contribute to its success.
