The Compliance and Operational Risk Manager is responsible for ensuring the identification, escalation and timely mitigation of compliance risks within the region.
This role is an individual contributor position in based in Hong Kong covering Electronic Trading Compliance.
Liaise with senior management in APAC Equities and functional leaders in compliance, legal, risk, and Technology to provide effective challenge, guidance and advice
Lead the APAC Compliance team in participation across various electronic trading global, regional and cross-product Electronic Trading Governance Committees as a representative of the GCOR organization
Provide subject-matter expertise on rules and regulations pertaining to electronic trading across multiples APAC markets
Work with Sales, Trading, Quantitative Analysts, and Technology teams to review risks associated with algorithmic trading, providing guidance on pre-trade controls and algorithm implementation
Support the APAC electronic trading governance framework across the Equities division
Perform critical assessment and challenge during the development and implementation of electronic trading systems and algorithmic platforms
Work closely with colleagues across Equity Business, Technology and other stakeholder teams to promote best practice and consistency across divisions and asset classes
Support in the design and implementation of the Operational Risk Framework
Draft and review compliance policies and procedures related to electronic trading
Develop and deliver compliance training
To underscore the importance of hiring an APAC electronic trading compliance specialist, a number of regulatory initiatives, issues and incidents listed below have required the attributes and skillsets mentioned above in continuing to ensure prudent and effective risk management :
Complex market conduct and trade surveillance related matters involving challenging regulatory jurisdictions Hong Kong, Korea, Japan and Australia
Providing meaningful participation in ASIFMA and other electronic trading related industry forums
Engaging with industry consultation across complex regulatory initiatives such as data standards and market structure changes
Managing complex thematic regulatory inspections engaging with high technical internal and external stakeholders
APAC F&O Algorithmic trading related enforcement matter
APAC / Hong Kong Best Execution regulatory change process
Technology incidents impacting the trading platform and clients that require materiality assessments and potential regulatory notification
Minimum 8 years of experience in Compliance or Regulatory Role or equivalent experience in Electronic Trading
Expertise with the regulatory and market structure framework of APAC and global Electronic Trading systems and Alternative Trading Systems
Ability to make recommendations and provide guidance to effectively advance projects across a globally integrated enterprise
Knowledge of equities products and trade flows with a focus on automated electronic trading systems
Knowledge of compliance change and operational risk
Excellent verbal and written communication skills with knowledge of and proficiency in the use of systems, technology and case management terminology, and the ability to translate technical terms into plain English
Strong interpersonal and leadership skills, with the ability to influence senior management and other stakeholders to successfully implement and deliver change
Leadership and management experience with strong technical and analytical skills
Strong business analysis and problem solving skills
Self-motivated, operates with a sense of urgency and strong attention to detail
Ability to multi-task and prioritize work in a deadline-intensive environment
Strong MS Word, Excel and PowerPoint skills and able to easily to manipulate and analyze broad range of data
