Department : Cargo Services Delivery (CSD)
Report to : Cargo Services Design & Development Manager
The position is a key member of the Cathay Pacific Cargo Services Delivery team, and principally responsible for developing policies, standards and procedures to support the Research and Development of our portfolio of specialised products and customer solutions.
He / she will ensure corporate compliance with international regulations and internal requirements. The Cargo Service Design and Development Team is divided into four streams, each team shall be responsible for a portfolio of solutions of (1) Pharma / Fresh, (2) Pharma / Fresh and CEIV Certification, (3) Expert Handling and (4) Mail and Priority.
Develop Policies, Standards and Procedures for Cargo Products
Develop policies, standards and compliance program for special cargo products by referencing ICAO, IATA and governments’ regulations
Assist in the development of Standard Operating Procedures (SOP) for special cargo product enhancement. Ensure SOP for the assigned product portfolio is up-
to-date and fit-for-purpose
Be the expert and go-to person for standards and SOP for the assigned product portfolio
Assist in obtaining and maintaining the IATA CEIV Certification on various products, and participate in quality review meetings for our various products
Ensure customer solutions deliveries and processes are in line with Cargo Commercial’s commercial needs and requirements
Provide support on special cargo operations and guidance to the investigation on special cargo irregularities
Analyse special cargo irregularities, and adjust SOP to resolve pain points in case customer promises are not met
Monitor the quality of the handling and operations of assigned products (e.g. pharmaceutical products in accordance with IATA CEIV) in the absence of the line manager
Maintain the development of NOTOC in CargoSpot for special cargo, and enrich the content in Cathay Pacific Cargo website and convert it into an active communication platform with cargo agents
Develop and maintain Ezypost and corresponding systems to ensure services fulfillment with regulatory and customers’ requirements
Identify business requirements and develop mobile apps to support the process and ensure best equipment (e.g. scanners, etc) are selected for operational use
Review and update internal documents related to the handling of dangerous goods
Research & Development
Partner with IT team on IT systems development and performance related issues
Support on Proof-of-Concept (POC), end-to-end process design and design of new SOP.
Communicate SOP changes to worldwide cargo teams
Evaluate operational and commercial implications, and propose solutions to ULD team for in / out uld imbalance due to mail loading
Represent the airline group in appropriate Cargo Product forums related to standards and procedures, such as IATA Live Animals and Perishable Board;
Time and Temperature Sensitive Taskforce, Kahala Post Group and IPC International Postal Corporation
Support in driving the overall product development roadmap
Partner with Procurement team on matters concerning special cargo stationery purchasing
Take the lead to negotiate agreements with suppliers and vendors such as Environtainer to our best interests
Maintain Close Liaison with the following parties in relations to Standards, Policies and Operation Issues of Special Cargo Handling
Tertiary education or equivalent with at least 5 years’ experience in air cargo operations with 3 years supervisory experience
Self-motivated and possess the ability to lead and motivate cross-functional teams
Polished communication and interpersonal skills, and able to interact with people at all levels with different cultural background
Excellent business acumen with analytical, planning and problem solving skills
Independent and detail-oriented and able to work under pressure and to tight deadlines
Sound cargo services and operations knowledge. Familiar to International regulations (e.g. IATA Temperature Control Regulations)
IATA Live Animal Regulations or Temperature Cargo Regulations or Audit, Quality and Risk Management for Temperature Control Cargo qualified
Excellent command of both spoken and written English. Fluent Cantonese and Putonghua is an advantage.
Proficiency in MS Office applications (Word, Excel and Powerpoint)
Willing to travel overseas if required
