Manulife Asia Procurement is looking for a driven and motivated Program Manager, who will be responsible for the successful operation of the Services Procurement solution & take ownership of the Contingent Workforce Program in Asia.
The Program Manager will report to the Head of Workforce Expenses, Asia Procurement and will be responsible for day to day operations and performance management of the Managed Services Provider as well as the VMS technology.
In addition, the role holder will be accountable for the successful operation of the Program Office including managing the following functional areas : Reporting, Surveys, Metrics, Requisition Management, Auditing, Invoicing, Time & Expense Management, Process Documentation, Compliance, Continuous Improvement, Personnel management - allocation and capacity, education and training.
The Program Manager will also be responsible for supporting and contributing to executing the strategic procurement objectives including expansion of the program across multiple spend categories in the region.

We are looking for someone with :
Undergraduate degree (business major preferred)
5+ years of progressive business experience in global supply chain management and / or vendor management and / or contract management in Financial Services or Staffing industries
Experience with managing a third-party workforce program including familiarity with tools and best practices
Program Management experience in a related industry (Staffing and / or Financial Services)
Working knowledge of SAP Fieldglass or other Vendor Management Systems
Solid analytical and communication skills (both written and verbal)
Process design and process improvement experience
Technical and professional knowledge demonstrated understanding and application of procurement and contracting principles and best practices.

On the job you will :
Lead the efforts in building and managing the Program Office to manage Manulife’s Professional Services SOW and Contingent Workforce spend across the Asian markets.
Support the transition from program implementation phase to the BAU mode and drive efforts to enhance operational efficiency, compliance and value generation
Champion change management activities and partner with business leaders in driving adoption and ensuring program success
Be the go-to person supporting the day to day operational activities as well as developing initiatives to continuously improve the program
Lead and groom the program team to become SMEs on end to end operational aspects of Statements of Work & Contingent Workforce Management
Manage the program resources assigned to perform tasks according to plan and set expectations concerning program performance
Partner with internal SMEs, MSP and VMS teams in rolling out of technology enhancements and adjustments for the program as well as in ensuring effective program monitoring, reporting and compliance management
Ensure adherence to Manulife’s Vendor Governance and Vendor Risk Management best practices
Research regulatory standards for contingent workforce and track updates to Contingent Workforce Policy
Work closely with reporting team to analyze business information to identify issues or trends
Drive strategies that provide elimination of leakage and new savings opportunities across the two spend categories
