Job Description

General Accountability :

Head of Asia Procurement is a member of the Global Procurement Leadership team and is responsible for leading and developing procurement capability in the Asia Segment.

Primary responsibilities include :

  • Lead a team of 50 Procurement professionals across Asia markets and Regional Office.
  • Oversee US $700M spend under management with third parties across Asia Segment.
  • Accountable for development of categories’ strategies and procurement savings targets for the Asia Segment, including all Asia markets and Regional Office.
  • Provide leadership to the Procurement team members in support of execution of the approved savings plans in collaboration with Asia Segment’s’ Procurement, Finance and other teams, with support of the Global Procurement teams.
  • Joint accountability with Asia markets’ functional heads for delivering procurement-related savings for the Asia Segment.
  • Provide executive support for implementation of key procurement solutions : Contingent Workforce Program, Vendor Life Cycle Management system etc.
  • Set out overall Asia Procurement team direction to maximize value extraction from strategic partnerships and vendors.
  • Support the development of Procurement and Vendor Management Governance frameworks in markets based on the Global Policies and Standards.
  • Provide coaching on best category management and sourcing practices to Procurement teams in Asia markets.
  • As required, lead cross-functional efforts to execute complex large scale sourcing events and category management initiatives in Asia Division.
  • Such activities may include :

  • Identification / assessment of value based procurement opportunities
  • Coordination of RFP processes;
  • Vendor evaluation and due diligence; and
  • Contract negotiation
  • Head of Asia Procurement leads the team of sourcing professionals, a group of subject matter experts who support the business units in all stages of the procurement life cycle, to maximize value and drive performance.

    The team is also responsible for creating, leading and coordinating the strategic sourcing and category management activities that drive the strategic procurement activities within Asia Segment, working closely with all category managers and global teams.

    Responsibilities :

    Provide leadership to the Asia Procurement team on ways to further improve the effectiveness, efficiency and consistency of procurement services demonstrating Manulife’s values.

    Lead a high performing team of sourcing professionals responsible for providing support to respective business areas to execute sourcing events.

    Understand the business strategies, demand and risk management profile of each market to develop divisional category and sourcing strategies and identify emerging opportunities and risks.

    Work with local subject matter experts to develop and implement local Supplements to the Global Procurement and OVRM (Outsourcing and Vendor Risk Management) Policies Enhance procurement related processes as necessary for efficient and effective business operations Provide support for change management, training and communication strategies that promote awareness, understanding and compliance with procurement policies and best practices Work with the relevant stakeholders in Asia markets to lead the development and execution of procurement strategies, including identifying and championing cost and demand management opportunities to drive procurement value within spend categories As required, lead complex RFI / RFP processes, vendor evaluations, negotiations and contracting in accordance with enterprise policies and processes as well as best practices.

    Support the collection of data and information necessary to define Manulife’s business requirements for the RFI / RFP. Develop vendor analyses, using Manulife standard tools, to present potential vendors to the cross-functional sourcing team Develop (or enhance) the underlying spend category Total Cost of Ownership (TCO) model and benefits tracking approach to be used during the sourcing event.

    Oversee execution of the Procurement related strategic projects such as Contingent Workforce Program and Vendor Lifecycle Management.

    Develop and lead a team of professionals to ensure a sustainable platform for a successful procurement practice in the Asia Segment.

    Knowledge / Education :

  • Required15+ years of progressive experience in procurement in a leadership capacityExperience in procurement / contract / category management and / or vendor management roles in multinational companiesGraduate degree (business, finance, accounting or legal studies preferred)Solid knowledge of indirect procurement, vendor management and contract best practices, processes and toolsUnderstanding of Manulife’s business and organizational priorities.
