The Department

The Security and Integrity Department (S&I) is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club.

The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements.

The department consists of Corporate Security, Racing Security & Integrity Assurance, and Integrity & Financial Crime Risk (FCR) teams.

The job holder reports to the Security Control, Incident & Access Manager (SCIAM) and is responsible to support management of the following areas :

  • Security Control Centre (SCC) (including Race Day Security Control Room duties)
  • Security Incident Management, Escalation, Investigation, and Reporting.
  • Support Cross Border Horse Movement Tracking, monitoring, and Incident Management.
  • Implementation of the new Security Incident Management System.
  • Access Rights Approval Governance
  • Other ad hoc tasks as directed by SCIAM.
  • You will :

  • Manage the daily operations of Security Control Centre (SCC) team by :
  • Acting as the focal point for security emergency communications with Security & Integrity Department management as well as managers of other departments as required
  • Ensuring timely and appropriate response to incidents by the Security Operations shift teams by effective communications and control
  • Ensuring that the Security Control Centre effectively coordinates the response to security incidents and emergencies by implementing appropriate security incident and emergency management procedures for the Security Control Centre teams
  • Ensuring that initial assessments of security emergencies are provided to Security & Integrity Department management as well as managers of other departments as required
  • Ensuring all reported Covid-19 cases and enquires are handled appropriately
  • Ensuring effective operation and monitoring of all alarms and CCTV systems at SCC
  • Reviewing security incidents received by SCC to ensure (a) they are appropriately recorded and classified; (b) the follow up actions are managed proactively and effectively and (c) incidents are escalated timely and appropriately
  • Conducts Management Review of incidents / issues and produce reports with assessment and appropriate recommendations
  • Identifying security risks from incident data by collating and analysing security incidents to produce daily, monthly, and annual reports to Security & Integrity Department management
  • Managing the Race Day Security Control Room Team on race days
  • Owns and maintains SCC Standard Operating Procedures
  • Upskilling the SCC team & process improvement
  • Provide real time support to the HK-Conghua horse movement operations by ensuring that the SCC conducts effective tracking of the horse movement convoy, effecting appropriate escalation and response actions in accordance with the Horse Movement Incident Management Plan in major incidents
  • Coordinate with stakeholders (including IT and the selected platform vendor) to implement the new Security Incident Management System and associated processes to the SCC and Security Ops team within 2022-4
  • Support the Access Right Approvals Governance Process, including regular reviews for sensitive locations, Security Badging Office, and collaboration with stakeholders
  • Undertake project-based planning tasks when assigned by SCIAM
  • You should have :

  • A minimum of 8 years’ operational experience in security, law enforcement or related management area, at least 3 of which should have been at managerial level at a control center like environment.
  • Professional qualification(s) in security / investigation preferred
  • Strong understanding of security operations, and incident management
  • Good business acumen and understanding of operational challenges and concerns
  • Computer literacy and proficiency in Microsoft Office applications (e.g. Word, Excel, and PowerPoint)
  • Proficiency in both written and spoken English and Cantonese
