Act as a Buyer for procurement activities of various service categories and insurance contract management;
Work closely with internal users to ascertain procurement needs and specifications, and develop appropriate procurement strategy;
Implement full spectrum of procurement activities (including sourcing, supply market analysis, preparation of RFP / Tender / Purchase Order / Contract, review and closing of outstanding orders) and vendor management;
Ensure compliance with the University’s policies and procedures, and maintain good record trail of transactions; and
Assist in ad-hoc procurement and on-campus services initiatives and report analysis to management.
A Bachelor’s degree preferably in Business Administration / Marketing / Procurement / Supply Chain Management or related disciplines, with at least 6 years’ experience in sizable organizations with exposure to procurement and commercial terms and conditions;
A highly motivated individual with excellent communication skills as well as a positive and team player attitude;
Ability to work closely with other stakeholders within the University;
Strong planning and sourcing techniques with contract management and analytical principles;
Ability to work independently with high initiative and integrity;
Proficiency in Excel and other Office applications; and
Good command of written and spoken English and Chinese (including Putonghua) are required;
Knowledge / experience with Oracle e-Procurement and e-Tendering system is preferred;
Good understanding and experience in corporate governance and compliance with experience in commodity / category management would be an advantage.
Candidates with less relevant experience may be considered as Clerical Officer II.
