You will be responsible for :
administering full spectrum of procurement activities including compiling and maintaining all documentation for purchase requisition, quotation / tendering and purchase order;
preparing documents, assessment and award of contracts ensuring that they are in compliance with the Authority’s policies;
assisting in developing systems of internal control on contract management, vendor management and management reports;
participating in strategic sourcing, contract negotiation and management of supplier contracts; and
providing advice to user departments on procurement procedures and best practices regarding purchasing activities and assisting them in analysing their procurement needs and developing procurement and contracting strategies for acquiring necessary goods and services.
You should :
possess a recognised university degree in Purchasing and Supply Management, Business Management or equivalent;
have at least 3 years of solid experience in procurement and vendor management in sizable organisation;
have knowledge of contract law and its application to the procurement process, and relevant tendering and insurance requirements;
have good knowledge on category management in one or more of the categories including but not limited to information and communication technologies, facilities management, corporate services, marketing & public affairs;
be proficiency in MS Office and knowledge in ERP or other types of procurement systems;
have strong interpersonal skills and be able to establish and maintain effective relationships with internal staff and external contacts at all levels; and
be proficient in written and spoken English and Chinese.
